Is balcony solar legal in Massachusetts?

Plug-in solar kits are sold everywhere. Whether Massachusetts lets you plug one in is another question.

WattHacker is not affiliated with SunPower, SunStrong, Maxeon, Enphase or any other manufacturer named on this site.

Short answer: Not yet. Plug-in solar is in a Massachusetts energy bill that has been in a House-Senate conference committee since July 2026. Until it passes, a kit needs your utility's approval.

The bill in conference

  • Plug-in solar is part of H.5175, a broad energy bill. The House and Senate passed different versions, and a conference committee was appointed on July 16, 2026. Its official page shows no action since.
  • The House version allows up to 1,200 W, with no utility approval or fee, outside interconnection and net metering.
  • The Senate version sets no wattage cap, asks you to notify your utility within 30 days after installing, and voids covenants that "unreasonably" prohibit kits.

What applies today

National Grid's 2021 interconnection tariff says a customer "has no right to operate in parallel until they have received the Authorization to Interconnect." National Grid tariff.

Many people plug kits in anyway. That doesn't make it allowed, and your utility could ask you to disconnect.

Already have solar on the roof?

Before you buy a plug-in kit, find out whether your house is already sending power to the grid at midday. If it is, a plug-in kit mostly adds to that export instead of cutting your bill. The WattHacker monitor shows your rooftop production live, panel by panel. It plugs into the SunPower or Enphase gateway you already own.

  • Home use is shown too where your system was installed with consumption meters. Without them you see production only. Your utility's hourly usage download also shows export.
  • A plug-in kit is a separate inverter. Your rooftop gateway will not count its production, so neither will we.
  • Free to see your panel data, with no subscription. The monitor is a one-time purchase with a 30-day money-back guarantee.
