Your sun. The European Commission's PVGIS solar model, with 19 years of weather at your ZIP. No shade is included: a wall, a tree, or the balcony above will lower every number.
Your direction and angle. We find the tilt that makes the most in a year for the way your balcony faces, and compare it with a panel hung straight down on a railing.
Only what you use counts. A plug-in kit saves money only on power your home uses as it's made, priced hour by hour on your electric plan (OpenEI). What flows out to the grid is counted at $0: no plug-in solar law we know of pays for it.
