Short answer: No. Florida has no plug-in solar law, and no 2026 bill. A kit falls under the same rules as rooftop solar: you sign an interconnection agreement with your utility first.
No law, no bill
- We found no 2026 bill about plug-in kits: none of the 37 bills a search for "solar" turns up on the Florida Senate's site is about them.
What applies today
Florida's rule for customer-owned solar requires you to sign the utility's Standard Interconnection Agreement. Fla. Admin. Code R. 25-6.065. FPL puts it simply: "Before installing a rooftop solar system or generating your own power, you must apply." FPL. The rule covers investor-owned utilities; co-ops and city utilities set their own.
Many people plug kits in anyway. That doesn't make it allowed, and your utility could ask you to disconnect.
Renters and HOAs
- HOAs: Florida's solar-rights law (§ 163.04) says covenants may not prohibit solar collectors on buildings. Whether it covers a kit on a balcony hasn't been tested. § 163.04.

Already have solar on the roof?
Before you buy a plug-in kit, find out whether your house is already sending power to the grid at midday. If it is, a plug-in kit mostly adds to that export instead of cutting your bill. The WattHacker monitor shows your rooftop production live, panel by panel. It plugs into the SunPower or Enphase gateway you already own.
- Home use is shown too where your system was installed with consumption meters. Without them you see production only. Your utility's hourly usage download also shows export.
- A plug-in kit is a separate inverter. Your rooftop gateway will not count its production, so neither will we.
- Free to see your panel data, with no subscription. The monitor is a one-time purchase with a 30-day money-back guarantee.
